FALCON offers consultation and assistance services to help building owners in Singapore obtain Fire Safety Certificate (FSC). We provide recommendations and guidance to comply with the necessary fire safety requirements during the application process.
Section 20 of the Fire Safety Act mandates that the owner or occupier of any public building such as offices, hospitals, shopping complexes, industrial buildings and private residential buildings must apply for and obtain the “Singapore Civil Defence Force (SCDF)” Fire Safety Certificate. The certificate ensures that fire safety compliance measures are met at each of these buildings so that in the event of a fire, there is no loss of life. Property owners are required to obtain the certificate before the buildings are occupied by people. In addition, a Fire Safety Certificate must be renewed every year as safety standards are subject to change. Furthermore, inspections are carried out to ensure that the fire safety measures are still in check and up to date. The certificate is only issued when the building is deemed safe.
To obtain a Fire Safety Certificate in Singapore, building owners must ensure that the properties are complete with all the necessary fire installations and safety measures and that their Fire Safety and Shelter Department (FSSD) applications meet the Singapore Civil Defence Force’s (SCDF) highest standards and codes of practice. However, the SCDF only allows qualified professionals or licensed engineers to apply for a Fire Safety Certificate in Singapore. There is also an extensive list of mandatory requirements and regulations which need to be met for the certificate to be issued. At FALCON, we understand very well that this process needs meticulous attention and careful execution to ensure safety and compliance of your building, and success in getting the certificate.

Before applying for an FSC, ensure you fall within the following criteria:
To appoint RIs, complete a letter of appointment signed by the owner or a representative (with a company stamp). If changing RIs, submit a letter of relinquishment from the previous RI and a new letter of appointment.
Once the project is completed, the Qualified Person (QP) must apply for the FSC on behalf of the owner. The application is submitted electronically via the CORENET system, and no fee is charged for this application.
Submit the following documents:
Other forms of certification may be required by the SCDF and should be submitted upon request. Also, for smooth application processing, ensure that all documents are complete and accurate. Regular updates will be provided post-submission to keep you informed and address any issues promptly.
After submission through the CORENET system, the SCDF will process the FSC application. The SCDF typically responds within 3 working days. All communications, including approval or rejection notifications, are handled electronically via CORENET.
If the FSC application is rejected, the QP must comply with the instructions provided and resubmit the application. The status of the application can be checked online after three working days.
Some applications may be selected for an inspection by the SCDF, usually within 10 days of submission. If issues are found during the inspection, necessary changes must be made, and the application resubmitted.
Once issued, owners must keep their FSC in a safe place for future reference and potential checks by SCDF staff. The FSC is valid for 12 months, after which the owner must apply for renewal.
The Fire Safety Act in Singapore mandates all building owners to adhere to fire safety regulations, ensuring the safety of occupants during a fire. Submit all required documents accurately to avoid delays or rejection. The SCDF's online processing system streamlines the application, making it efficient to obtain certification within the stipulated time frame.
