FIRE SAFETY CERTIFICATE IN SINGAPORE ONLINE

FALCON offers consultation and assistance services to help building owners in Singapore obtain Fire Safety Certificate (FSC). We provide recommendations and guidance to comply with the necessary fire safety requirements during the application process.

SCDF FIRE SAFETY CERTIFICATE APPLICATION AND RENEWAL

Section 20 of the Fire Safety Act mandates that the owner or occupier of any public building such as offices, hospitals, shopping complexes, industrial buildings and private residential buildings must apply for and obtain the “Singapore Civil Defence Force (SCDF)” Fire Safety Certificate. The certificate ensures that fire safety compliance measures are met at each of these buildings so that in the event of a fire, there is no loss of life. Property owners are required to obtain the certificate before the buildings are occupied by people. In addition, a Fire Safety Certificate must be renewed every year as safety standards are subject to change. Furthermore, inspections are carried out to ensure that the fire safety measures are still in check and up to date. The certificate is only issued when the building is deemed safe.

To obtain a Fire Safety Certificate in Singapore, building owners must ensure that the properties are complete with all the necessary fire installations and safety measures and that their Fire Safety and Shelter Department (FSSD) applications meet the Singapore Civil Defence Force’s (SCDF) highest standards and codes of practice. However, the SCDF only allows qualified professionals or licensed engineers to apply for a Fire Safety Certificate in Singapore. There is also an extensive list of mandatory requirements and regulations which need to be met for the certificate to be issued. At FALCON, we understand very well that this process needs meticulous attention and careful execution to ensure safety and compliance of your building, and success in getting the certificate.

APPLYING FOR A FIRE SAFETY CERTIFICATE

1. Pre-Requisites for Application

Before applying for an FSC, ensure you fall within the following criteria:

To appoint RIs, complete a letter of appointment signed by the owner or a representative (with a company stamp). If changing RIs, submit a letter of relinquishment from the previous RI and a new letter of appointment.

2. Application Process

Once the project is completed, the Qualified Person (QP) must apply for the FSC on behalf of the owner. The application is submitted electronically via the CORENET system, and no fee is charged for this application.

Submit the following documents:

  1. TFP/FSC Application Form
  2. Certification for Fire Safety Works
  3. Certification for Lift Installation and Operation
  4. Certification for Fire Engine Access Road and Accessway
  5. RI Inspection Certificates (Form 1 and 2)
  6. RI Inspection Report
  7. Letter of Appointment for RI
  8. Declaration of Regulated Fire Safety Products

Other forms of certification may be required by the SCDF and should be submitted upon request. Also, for smooth application processing, ensure that all documents are complete and accurate. Regular updates will be provided post-submission to keep you informed and address any issues promptly.

3. Processing of Applications

After submission through the CORENET system, the SCDF will process the FSC application. The SCDF typically responds within 3 working days. All communications, including approval or rejection notifications, are handled electronically via CORENET.

If the FSC application is rejected, the QP must comply with the instructions provided and resubmit the application. The status of the application can be checked online after three working days.

Some applications may be selected for an inspection by the SCDF, usually within 10 days of submission. If issues are found during the inspection, necessary changes must be made, and the application resubmitted.

4. Maintaining Your Fire Safety Certificate

Once issued, owners must keep their FSC in a safe place for future reference and potential checks by SCDF staff. The FSC is valid for 12 months, after which the owner must apply for renewal.

The Fire Safety Act in Singapore mandates all building owners to adhere to fire safety regulations, ensuring the safety of occupants during a fire. Submit all required documents accurately to avoid delays or rejection. The SCDF's online processing system streamlines the application, making it efficient to obtain certification within the stipulated time frame.

FREQUENTLY ASKED QUESTIONS ABOUT FIRE SAFETY CERTIFICATE IN SINGAPORE

Fire safety certificates in Singapore are issued to building owners by submitting specific documents required by the Fire Safety Act and undergoing RI inspections to ensure the building has sufficient fire safety measures. The certificate is valid for up to 12 months. For help with fire safety requirements and applications, you can contact companies like Falcon Fire to assist you with the process.
A Fire Safety Certificate in Singapore must be obtained before the commencement of any new construction work. For an FSC application, the entire processing time typically ranges from 4 to 6 weeks. If one intends to begin construction prior to obtaining the appropriate Fire Safety Certificate, a 7 Day Notice form is required. However, the building cannot be opened or occupied until a Fire Safety Certificate is obtained as this is an offence under the Fire Safety Act. During the application process, if the fire authority requires changes to the initial design or attaches conditions to the certificate that stipulates changes, any construction work that is not in compliance may need to be removed or modified.
A Fire Safety Certificate in Singapore can only be obtained after the applicant complies with all the necessary fire safety regulations. The applicant must submit a TFP/FSC and Certificate of Fire Safety Works application form along with relevant documents such as an RI inspection report and confirmation of the appointment to the Fire Safety and Shelter Department of the Singapore Civil Defence Force. Upon approval, a Fire Safety Certificate will be issued. If you would like to ensure a smooth application process, it is advisable to seek professional engineering consultancy services to assist you.
A Fire Safety Certificate (FSC) in Singapore is valid for 12 months from the date of issuance. After this period, building owners are required to apply for a renewal to ensure continued compliance with fire safety regulations. Regular renewals help maintain the safety standards necessary to protect occupants and the building itself. Failure to renew the FSC on time may result in legal repercussions and risk the safety of the premises.
In Singapore, a Fire Safety Certificate (FSC) application must be submitted by the Qualified Person (QP) on behalf of the building owner. The QP is a professionally accredited individual, such as an architect or engineer, engaged to oversee and ensure that all fire safety works comply with the SCDF requirements.
